On August 18, 2021, a week after the Schumer-negotiated bipartisan infrastructure bill passed in the Senate, U.S. Senate Majority Leader Charles E. Schumer visited Lewis County to announce that the Infrastructure Investment and Jobs Act (IIJA) of 2021 includes a record $65 billion in funding to expand access to high-speed internet in underserved communities across the nation, like the North Country, as well as dedicated funding for the Northern Border Regional Commission that can provide additional investment in the region’s high-speed internet infrastructure.
Schumer said Lewis County and the Development Authority of the North Country (DANC) recently completed a “Broadband Infrastructure Inventory Study” to build the local capacity necessary for successful broadband infrastructure projects. The study revealed that 49% of residents do not have internet access that meets their needs, while 23% report no internet access at all. More than 40% of those who do have internet pay $75 or more monthly for the service that they often reported was slow and unreliable, but is their only option. In addition to this study, Lewis County also plans to use $1 million from American Rescue Plan funds to focus on developing its plan to expand high-speed internet access to these residents. Schumer said these efforts will ensure that Lewis County has the data needed to quickly access funding made available from the IIJA. Schumer added that Jefferson and St. Lawrence counties are also partnering with DANC to produce similar studies to identify their needs and will soon have data needed to pursue funding as well.
