On June 21, 2010, Schumer was in Buffalo for an announcement of the recipients of Recovery Zone Facility Bonds. A total of $28 million in federal tax exempt bonding, which was made possible by the American Recovery and Reinvestment Act, was announced for 5 different projects in Erie County. Schumer fought to make sure this funding was included in the federal stimulus, and he discussed how this type of funding will help to bring economic development and long term jobs to Buffalo and Western New York. One of the recipients of the funding, Galvstar, was championed by Schumer and their conversion of the former American Axle building will begin to bring back much needed steel manufacturing to Western New York.
