\nOn September 27, 2011, Schumer visited Maryvale High School in Cheektowaga to announce his support for legislation that will set concussion standards for youth football helmets. The Children's Sports Athletic Equipment Safety Act (S. 601) will establish a process for new, youth focused safety standards. Nine months after the bill is enacted, the Federal Consumer Product Safety Commission (CPSC) will judge whether the current voluntary standards are adequate to protect safety and whether voluntary compliance is likely. If the CPSC determines that the voluntary standards and compliance have not encouraged substantial improvements in on-field safety, the CPSC will issue mandatory rules for helmet standards. New products would also be subject to independent, third party testing before being certified to the new safety standards. Schumer was joined by Buffalo Bills greats Ruben Brown, Booker Edgerson, Charlie Ferguson, Ed Rutkowski, Adam Lingner, and Bob Dugan, the Maryvale football team and various school officials.
