On July 7, 2010, Schumer called on United States Department of Agriculture Secretary Tom Vilsack to address an abrupt rule change that disqualified the Town of Kirkland from applying for federal funding. The issue at hand is the USDA decided to strictly enforce a rule disallowing any community over 10,000 people to apply for funding. In the rule change was a change in the geographical limitations the population must fall within to apply for funding.
