On October 27th, 2016, Senator Schumer rallied with employees and company executives at the General Revenue Corporation (GRC)/Pioneer facility in Horseheads, to officially announce the company will create nearly 300 new, local jobs with the award of a new federal contract made possible by Schumer's push to include a provision in the federal transportation bill that passed Congress last December – the Fixing America’s Surface Transportation (FAST) Act. The provision enabled the Internal Revenue Service (IRS) to hire designated private collection agencies to support the collection of delinquent taxes that are not being collected now for lack of federal resources. The recovered funds will pay for the collections themselves and go into the Treasury's General Fund, which supports national priorities such as funding public infrastructure projects, the U.S. military, and other federal needs.
