Federal law requires that FEMA pay 75% of eligible costs after a disaster, leaving the rest to local governments.  Once federal obligations meet or exceed $133 per resident, FEMA can then pay 90% of these costs. Schumer asked FEMA to move on with this request to prevent local taxpayers from footing the bill.</p>"}}
