Appropriations Requests - FY 2025

Thank you for visiting and for your interest in and commitment to improving the quality of programs and institutions in New York. Senator Schumer is accepting appropriations requests for Fiscal Year (FY) 2025. 

Congressionally Directed Spending (CDS) Requests

Senator Schumer is accepting Congressionally Directed Spending requests for state, local government entities and non-profit organizations based in New York. This funding opportunity allows Members of Congress to request funds in the annual federal budget to be allocated for specific projects in their states, and is an opportunity for eligible entities to obtain a one-time allocation of funds for projects. These requests must be completed and submitted via electronic application by Friday, April 5, 2024 at 11:59 PM ET.

Please note that the Senate Appropriations Committee has set the following conditions on CDS items:

  • Eligible entities include state and local government entities and non-profit organizations. For-profit entities are not eligible.
  • Congressionally Directed Spending items that are selected for funding by the Appropriations Committee are subject to audits by the Government Accountability Office.
  • Funding is limited and not all eligible requests will be funded.

Organizations are encouraged not to wait until the last minute to begin this process to accommodate corrections that need to be made or questions that need to be answered before the deadline. As a reminder, all forms must be completed and submitted by 11:59 PM on Friday, April 5, 2024.

The FY 2025 CDS Form is subject to change pending further instructions from the Appropriations Committee. A specific list of the accounts for CDS requests and their eligibility requirements from FY 2024 is available here. It is strongly encouraged to review this list when completing the form.

While funding projects through Congressionally Directed Spending is an option, organizations are also strongly encouraged to consider pursuing and applying for federal grants. Information on federal grants that are administered through the various government agencies is available through the Grants.gov Program Management Office. The website address for federal grant programs is https://www.grants.gov

Programmatic Funding Requests

Senator Schumer is accepting Defense and Non-Defense programmatic funding requests for FY 2025. These requests may include requests for specific funding levels of federal agencies and programs and language directing a federal agency to implement a program in a specific way. State and local governments, organizations, and communities that benefit from existing federal programs can advocate for funding levels, bill text, or committee report language to be included in the FY 2025 appropriations bills by submitting a programmatic funding request form. Programmatic funding requests will be accepted on a rolling basis, and it is encouraged to meet with staff to go over your programmatic funding priorities. A deadline will be set pending further guidance from the Appropriations Committee, so it is encouraged to finalize and submit your request as soon as possible. Requestors are encouraged not to wait until the last minute to begin this process
